The overshirt makes particular sense in Ireland because so much of the year sits between seasons. You often need a layer, but not necessarily insulation or a full waterproof shell.

Cotton: best for comfort and texture
A cotton or knitted overshirt is the easiest option indoors and works well over a T-shirt or polo. It is not a rain layer, but it is often the nicest to wear.
Technical nylon: better outdoors
A matte technical fabric can add quicker drying, stretch and light water repellency without turning the garment into outdoor gear. The key word is matte: shine is what usually makes a technical overshirt look too sporty.
Fit matters more than pockets
An overshirt should have enough room for a T-shirt or thin knit underneath but should not balloon around the waist. Two chest pockets are useful; six usually are not.
